Howard represents the union movement on the Queensland Heritage Council.
Formerly Queensland Secretary of the National Tertiary Education Union (1994- 2006), Howard worked as a tertiary teacher and researcher in Europe, New Zealand and Australia, undertaking substantial economic and social research activities for labour organisations throughout the Pacific.
He is supposedly retired but finds his experience still being put to good use, supporting Pacific island nation labour movements.
